The "Admin > Site Administration > Content" menu does not show up

      Description

      Even with proper permission configured for a regular user, the site content administration menu does not show up.

      Steps to reproduce

      #1 Create a Regular role and define the permissions Manage WCM content.
      Sites > Sites > Go to Site Administration
      Site Administration > Content > Web Content > Access in Site Administration and View

      #2 Create a user and assign him to this role
      #3 Associate the user to the site

      Expected result

      User should be able to see the menu on the toolbar.
