Can't add uninstantiable portlet to page after copy portlet from page action

I can't add the sign in portlet to page after a copy portlets from page.

Steps to reproduce:
1. Create a new page.
2. Add sign in portlet to the new page
3. Go to admin page and copy portlets from a page where the sign in portlet ARE NOT present.
4. Go back to the new page. (The sign in portlet is deleted because of the copy portlet from page)
5. try to add the sign in portlet

Expected result:
Add the sign in portlet successfully.

Actual result:
Cannot add the sign in portlet. It only occurs in sign in portlet.

Workaround: Add the sign in portlet to the source page. Copy portlets from the page then remove the sign in portlet from the source page,
