Thumbnail URL for dropped images generates 404 inside scoped Documents and Media portlet

1. Log into a new portal instance.
2. Create a blank page.
3. Add the Documents and Media portlet to the page.
4. Click the portlet Cog -> Configuration -> Scope
5. Select the page scope. (e.g. 'new page (Create New)')
6. Refresh the page.
7. Drag an image into the portlet.

Expected result:
Image is uploaded and thumbnail is shown.

Actual result:
Image is uploaded but the thumbnail does not load. The URL points to the wrong repository.

Note: After the page is refreshed, the thumbnail displays correctly.
