When a parent organization is made member of a site, its suborganizations (and its users) should also be considered members

    Description

      Steps to reproduce

      1. Create organization "parent"
      2. Create organization "child" which has "parent" for a parent organization
      3. Add a user "example" to the "child" organization
      4. Create a new site "membership test" and add a public and private page to this site
      5. Assign the organization "parent" as a member of the site "membership test"
      6. Sign in with the user "example"

      Expected behavior is that the user will see "membership test" in their "My Sites" drop down. Actual behavior is that the user does not see "membership test" in their "My Sites" drop down.
