Issue caused by LPS-50910

Steps to reproduce
1. Create two sites: site A which has public page "pageA", site B which has public page "pageB"
2. Add a Sites Directory portlet to site A
3. Configure the Sites Directory portlet to display the List or List Hierarchy style
4. Click the link to site B in the Sites Directory portlet

Expected result:
User would be taken to site B

Actual result:
Nothing happens. User is still on site A
