Successful sign in does not redirect to homepage

1. Sign in as admin
2. Agree to terms of agreement, set reminder query
3. Sign out
4. Click "Forgot Password" Sign In Link/Sign in portlet
5. Fill out Email and text verification in Forgot Password window, Next
6. Click Sign In
7. Fill in email address/password

Results: Upon successful sign in, user will redirect to the Forgot Password window and not the homepage/frontpage. This is the link after sign in:
http://localhost:8080/web/guest/home?p_p_lifecycle=0&p_p_id=58&p_p_col_count=1&p_p_col_id=column-1&p_p_state=maximized&_58_struts_action=%2Flogin%2Fforgot_password&p_p_mode=view

Note: this is not the same behavior on ee-6.2.x.
