As a Site Admin I want to know when there's no Device Recognition Provider so that I don't waste my time creating mobile device rules

• Go to Control Panel > Sites > Configuration > Mobile Device Families
• Add a device family
• Click on 'Manage Classification Rules' in the device family dropdown
• Add a classification rule
• Assert that a warning message is shown to indicate that no device recognition provider is installed

The warning message should be seen in the most relevant places

This is the current message :
"There is no device recognition provider installed. It will not be possible to determine the characteristics of the devices accessing the portal. Please contact the portal administrator or install it from the Liferay Marketplace."

It should be visible at a portlet level (right after the portlet name so that's visible everywhere in the portlet.
