User Shouldn't be allowed to Check/Uncheck disabled checkbox

Steps to reproduce:
1) Build master.
2) Login with [email protected]
3) Click on configuration of any portlet e.g. Hello world portlet.
4) You will see that "Add to Page" is disabled for "User" role.
5) Now click on "Add to Page" permission against "User" role.

Expected behavior: User shouldn't be allowed to check/uncheck the checkbox as its in disabled mode.

Actual behavior : User is able to check/uncheck the disabled checkbox.
