Description

After extracting modules to OSGi, the old portal.properties configuration is being stored in a file named portlet.properties inside the module. If the administrators want to modify this file they must redeploy the module again, which is not good.

We need some mechanism to plug OSGi's configuration into Liferay's Settings chains.
