Reproduction steps:

1, Create a new site and activate local staging
2, Add an AP portlet to a page and configure tag filtering for some tags
3, Add some untagged journal article and make sure AP doesn't display any content
4, Publish the site without tags option checked

Current: the live site AP displays all the articles
Expected: the live site AP doesn't display anything, just like its staging site counterpart
