The portal displays the Pacific Standard time zone as UTC -7:00 and not UTC -8:00. Since daylight savings is not yet observed, it should be UTC -8:00. Also, we are missing Eastern Standard Time.

1. Navigate to Admin > Control Panel > Portal Settings > Display Settings
2. Assert that Pacific Standard Time is at UTC -7:00

Expected result:
Pacific Standard Time should be UTC -8:00

Actual result:
Pacific Standard Time is UTC -7:00
