If a page reordering must be published from Staging to Live, all pages must be published to Live because all pages information is necessary.
The problem is that the publication of all pages is very slow because it also exports all the related portlets and webcontent.
In my opinion, in order to speed up data transfer, special case for this page reordering must be implemented and publish only the layout data without all dependencies.
This case is very problematic for a site with 1200 pages, the reordering of two pages takes one hour, because all related objects.
