Date field value does not appear correct on timezone different from UTC. Date is appearing with -1 day difference on UTC -2 or any UTC -n

Steps to reproduce

1. have a portal with timezone UTC-2
2. create a Structure with date field
3. create a template for the structure using the date field
4. create a web content with the structure and publish
5. open the web content and publish again

Expected result
Web content doesn't change
Actual result
Date value decreased by 1 day
