Web Content Scheduling: should not allow providing a review date that is in the past

There is no logic for setting in the past the review date for an article, therefore this should be validated and prevented.

1. Admin/Content/Web Content/Add/Basic Web Content.
2. Fill in the title and body.
3. Click the Schedule option to the right.
4. Enable "Review Date" and set it to a date in the past, e.g. yesterday.
5. Click Publish.
Result: article is saved and published without problem
Expected: saving should fail and error message should warn user to enter a valid review date, as there is no logic for the review date to be in the past. Or is there?
