App Manager buttons are not in the right places

Steps to reproduce issue:

1. Navigate to Admin > Control Panel
2. Navigate to Apps > App Manager
3. Assert location of "Manage" and "Install" buttons as well as the "Categories" menu.

Expected result: "Manage" and "Install" buttons should be located adjacent to each other in a single row. "Categories" menu appears on the left-hand-side of the page.
Actual result: "Manage" and "Install" are arranged vertically, on top of one another. "Categories" menu appears underneath "Manage" and "Install" instead of to the left of the apps installed.
