steps to reproduce
1) add web content article to Global scope
2) add WCD portlet to welcome page
3) display the global article in the WCD portlet
4) enable local live staging
5) view the live page

expected: no edit icons should appear since this is a live page
actual: the edit icons appear in the WCD portlet
