Power User cannot add portlets to My Profile

Steps to Reproduce:

1. Create User with default "Power User" Role
2. Sign in to User
3. Go to "My Profile"
4. Click Add button

Expected Result:
User can add portlets to their site (e.g. Web Content Display, Documents and Media, etc)

Actual Result:
User can only see/add Blogs and Breadcrumb portlets

Reproduced on:
Tomcat 7.0.42 + MySQL 5.5. Portal master GIT ID: df25d5a58cba946d975af6f8f1c40ccd97ff76bf.

Not Reproducible on:
Tomcat 7.0.42 + MySQL 5.5. Portal ee-6.2.x GIT ID: 7f95a47c0fd2e4a916acb0c6c6681c180b2297c1.
