Steps to reproduce.
1) on Clean bundle, login as [email protected]/test
2) Create a page "files" in guest site and add "Documents and media portlet" on it.
3) Click on "add" and select "multiple documents" from drop down.
4) Click on select files and try to browse few files.
5) After selecting files to upload, click on "more option" available near to "Viewable by" roles drop down.
6) you will observe that permission UI breaks as it does not scale as per the portlet.

Expected result:
UI should scale as per the portlet
