Steps to reproduce:

1. Click Add Page
2. Enter page name
3. Select Link to URL radio button
   1. Enter http://www.liferay.com in the URL field
4. Click Save
5. navigate to a new page

Expected result:
The Link to URL page is pointing to liferay.com

Actual result:
The Link to URL page is pointing to:
http://localhost:8080/c/portal/layout?p_l_id=20648&p_v_l_s_g_id=0
