Web Content display doesn't allow to "select web content" in the live environment anymore

Steps to reproduce:

1. Create a new site and enable staging (Default options)
2. Add a Web Content Display in a page and add a web content article to be displayed in it.
3. Publish to live

In the live environment, you should see the "Select Web Content" link.
