In the Asset Publisher, the user is not able to select multiple categories when filtering the web contents from another site.

Reproduction Steps:

1. Create some web contents in a newly created empty site named "Global Catalogue"
2. Create a category called "skycat" in the "Global Catalogue" site, the category can be created under any vocabulary
3. Assign the "skycat" category to some of the web contents in "Global Catalogue"
4. Create instance of the Asset Publisher in a newly created empty site named "SKY"
5. Configure the Asset Publisher as "Dynamic", Scope: "Global Catalogue", Asset Type: Any

Test Result: when we try to configure the filter to select the "skycat" category, it is possible to filter out the desired web content articles. However, if we click "+" to add a new filter, we are not able to see any category from the other sites. The same situation also occurs when all of the filters have been removed and the user then chooses to add only one filter.
