Steps to reproduce:

1. Start portal and login.
2. Add a blank site and a page.
3. Add a user, assign the user to the new created site, and give the user site admin role.
4. Sign in as the new user, add a WC in the new created site.

Expected result:
User could add a WC.

Actual result:
User could not add WC.
