Site Administration view has "(Automatic Translation)" tags for non-English User language

Steps to reproduce:

1. Add a User whose language is not English
   • Give this User an Administrator role
   • Provide a password for this User
2. Sign in as the User
3. Navigate to Admin > Content

Expected result:
All the Site Administration components within the 'Content' header will be translated with no tags or English

Actual result:
All of them are translated, but there are "Automatic" tags next to Web Content and Bookmarks. See screenshot.
