Steps to reproduce:
1. Create a new regular role called "Role Assigner".
2. Define Permissions. Add the following permissions:
General Permissions -> Go to Control Panel.
Roles -> General Permissions - Access in Control Panel, View.
Roles -> Resource Permissions -> Role - Assign Members, View.
3. Create a new user and give the user the role Role Assigner.
4. Login as the new user and go to Control Panel -> Roles.
Expected result:
User could see the new created "Role Assigner".
Actual result:
User could not see the new created "Role Assigner".
Notes:
User has a default role "Power User", no matter if remove the "Power User", "Role Assigner" could not be seen. But if we give the view permission of "Role Assigner" to "Power User", the role could be seen.
