As a Portal admin, I'd like the startup to stop if service and impl jars are patched differently

When the portal starts up, it should check what patches are installed on the portal-impl.jar and the portal-services.jar. If it detects that the patch level is not the same, it should stop the startup with an exception and an explanation.

In addition, it should be possible to configure this with a property, either allowing the startup to continue or making it fail.
