Description
When the portal starts up, it should check what patches are installed on the portal-impl.jar and the portal-services.jar. If it detects that the patch level is not the same, it should stop the startup with an exception and an explanation.
In addition, it should be possible to configure this with a property, either allowing the startup to continue or making it fail.
