Product Menu - Certain links are broken when navigating from one of the portlets in the product menu

I am testing on the following git id: 7ac31805f2444705c77c2e2408cbe8a3cd43a88b

As far as I can tell, this is not a browser specific issue. I was able to reproduce this in Chrome, Firefox, and Internet Explorer.

Similarly to LPS-57586, I'm usually able to consistently get this after I first start up portal. After a certain amount of time, for reasons I cannot figure out right now, this issue will seem to randomly go away and reappear.

Steps to reproduce:

1. Navigate to one of the portlets inside the product menu
2. Navigate to Recycle Bin, Tags, Categories, Site Memberships, or Site Teams or click on the "<- Liferay" link. (So far, these are the only links I've found to be broken. All the other ones seem to work.)

Expected result:
You should be navigated to that particular portlet.

Actual result:
The URL in the address bar will change (to the correct URL), but the user will not be navigated there, almost as if someone manually entered in the URL but never pressed the Enter key.

All the links will work properly if you are navigating from the default /web/guest/ landing page.
