Add New Content opens non-editable asset editors for Blogs, Bookmarks, and Web Content

    Description

    General steps to reproduce:

    1. Open any asset editor that includes CKEditor

    Steps to reproduce:

    1. On the bottom of the Welcome page, navigate to the + > Content > Add New > Blogs, Bookmarks, or Web Content

    Expected result:
    Each of these asset's editors will open in edit mode.

    Actual result:
    They each open all greyed out and uneditable. Blogs and Web Content open with ReferenceError: CKEDITOR is not defined getting thrown in the browser. See attached gif.
