Cannot delete site template even after deleting a site

Description
Cannot delete site template even after deleting a site.
Steps to Reproduce
1. Create a blank site template leaving defaults
2. Create an organization > select Organization site before creating and use the site template for the public pages. Save
3. Try to delete the site template. It doesn't delete
4. Delete the organization site
5. Try to delete the site template.

Expected Result: The site template can be deleted

Actual Result: The site template cannot be deleted
