Steps to reproduce:

1. Start Liferay and login as admin.
2. Add an Asset Publisher to the Front Page.
3. Navigate to Site Administration > Site Content > Web Content.
4. Create a new basic web content.
5. Sign out and see if Guest User can view the Asset Publisher and the content.

Expected result:
Guest User can view the Asset Publisher and the content.

Actual result:
Guest User cannot view the Asset Publisher and the content.
