Basic Web Content Template deletion errors are different between having a Basic Web Content in Global vs. created Site.

Steps to reproduce:

1. Navigate to the Global Site
2. Create a Basic WC article in the Global scope
3. Navigate to the Liferay Site
4. Try to delete the Basic Web Content Template
   • The UI error messages are the following: "Your request failed to complete." and "The template cannot be deleted because it is required by one or more template links."
5. Delete the article on the Global scope
6. Add a new Site
7. Add a Basic Web Content article on the new Site
8. Go to the Liferay Site, and try to delete the Basic Web Content Template

Expected result
UI will provide both messages again.

Actual result:
The UI error message is only the following: "Your request failed to complete."
