Steps to reproduce:

1. Add a portlet to a page, for example, Documents and Media Display
2. Click on the Vertical Ellipsis

Expected result: The options shown should have Structures, Permissions, Templates, Feeds, Look & Feel, Configuration, Export/import, Maximize, Minimize and Remove.
Actual Result: The options shows 3 Structures, 38 Permissions, 3 Templates, 3 Feeds
