No dialog message before deleting Structure or Template

Steps to reproduce:

1. Navigate to Web Content Administration
   • Ellipsis > Structures
   • Click the Ellipsis > Delete

Expected result:
A dialog message will pop up saying "Are you sure you want to delete this...?" before finding out that you can't delete it because there are references still intact.

Actual result:
The iframe doesn't open a dialog, it just says there are references that prohibit the deletion of the Structure.
