Available fields for Form Template affected by other structure navigation

Steps to Reproduce:

1. Go to Liferay > Content > Dynamic Data Lists
2. Click Options ellipsis > Manage Data Definitions
3. Go to Meeting Minutes options dropdown > Manage Templates
4. Click Add button > Add Form Template
5. View available ddm fields
6. Click back button on frame
7. Click back button again
8. Go to To Do options dropdown > Manage Templates
9. Click Add button > Add Form Template
10. View available ddm fields
11. Click back button on frame
12. Click back button again
13. Go to To Do options dropdown > Manage Templates
14. Click Add button > Add Form Template
15. View available ddm fields

Expected Result:
At step 5, 10, and 15: The user can only add Fieldset, Paragraph, Separator fields.

Actual Result:
At steps 10 and 15: The user can add fields that were present in previously viewed structure.
