Edit menu still displays though I close the Edit Control

      Description

      Steps to reproduce:

      1. Close the Edit Controls from Navigation menu
      2. Try to edit the portlet

      Expected result:
      Unable to edit the portlet since it has been closed.

      Actual result:
      Able to edit the portlet.
