Add an option to 'revert' the 'Clean Up Permissions' action

Issue:
The 'Clean Up Permissions' action in Control Panel > Server Administration removes many permissions from some of the default roles, but is an irreversible process that can cause a lot of manual groundwork in the future if an administrator needs to add back some default permissions to the Guest, User, or Power User roles.

Solution:
It would save many administrators a lot of work if there were a 'Revert "Clean Up Permissions"' option in the control panel that would (e.g.) run a script adding back the permissions to the roles that were removed in the original action.
