Do not display the folder selector when adding/editing folders/bookmarks

      Description

      The selector to display the parent folder where the bookmark entry or subfolder shouldn't be displayed from Bookmarks portlet.

      However, we need to display it when using Asset Publisher because there's no other way to add a Bookmark entry in a particular folder because Asset Publisher doesn't support browsing folders in Bookmarks.
