Description
Liferay is not responding to touchscreen commands in Internet Explorer.

Steps

1. Use some kind of touch screen, like a touchscreen laptop or tablet
2. Open SortableList in demo or an instance of AlloyUI
3. Try to scroll by flicking up and down on the page

Expected: Flick scroll should work.
Actual Result: flick scroll doesn't work. Only the scroll bar does.
