To reproduce:
1. create a site
2. add a page
3. add a Web Content Display to the page
4. navigate to Web Content portlet and go to the workflow settings (Icon#INFO, MenuItem#EDIT)
4. add Single Approver (Version 1) workflow
5. navigate to the site
6. enable local staging with page versioning enabled
7. navigate to the page
8. add a web content

Actual:
page is marked as 'Ready for Publication'
portlet preference is changed.

Expected:
page to be in Draft
