Velocity #include and #parse doesn't work after extracting to OSGi

      Steps to reproduce:
      1, Create a new WCM Velocity template
      2, Set content: #include ("VM_liferay.vm")
      3, Create a web content using the template and display

      Expected result: Content of "VM_liferay.vm" is displayed
      Actual result: org.apache.velocity.exception.ResourceNotFoundException: Unable to find resource 'VM_liferay.vm'
