Terms of Use and Password Reminder portlet title text appear underneath portlets

Steps to reproduce:

1. Start up a new instance of portal
2. Enter credentials for Test Test in the Sign In portlet
3. Click "Sign In"
   • Expected result: "Terms of Use" portlet title text appears above the terms of use article
   • Actual result: "Terms of Use" portlet title text appears underneath "I Agree" and "I Disagree" buttons
4. Click "I Agree"
   • Expected result: "Password Reminder" portlet title text appears above the update password questions and answer fields.
   • Actual result: "Password Reminder" portlet title text appears underneath the "Save" button
