Secondary instances show entries in the product menu for system-level admin portlets (but you cannot navigate to them)

      Description

      Steps to reproduce:

      1. Create a new instance
      2. Navigate to 8080 on that instance
      3. Open the Product Menu

      Expected behavior: Instances, Server Administration, System Settings, and all other top-level system admin portlets should not have entries in the Product Menu

      Actual behavior: They all show up, and when you click on one, navigation fails (white screen only; see screenshot). Tomcat logs the following:

      22:52:35,852 WARN [http-bio-8080-exec-25][IncludeTag:440] Unable to find /portlet_access_denied.jsp in the context /o/comliferayserveradminweb.
