Steps to reproduce:

1. Add any portlet to a page
2. Click the cog > Look and Feel
   • Toggle the 'Use Custom Title' switch
   • Save and close the ifram
3. Refresh the page

Expected result:
Portlet title edit will display.

Actual result:
It stays the same.
