      Description

      Reproduction steps
      1. Start a 6.2.x
      2. Log in as liferay admin
      3. Go to Control panel -> Configuration -> Server administration -> log levels -> set the "com.liferay.portal.servlet.filters.cache" category to the "DEBUG" level
      4. Add new empty page
      5. Enter newly created page on another browser.
      6. Check the logs.
      7. Login newly created page as admin.
      8. Enter newly created page on another browser as guest.
      9. Check the logs
Actual result: page is not cached anymore. You would see "Request is not cacheable" in logs after latest request
Expected result: the page remains cached. "Request is not cacheable" shouldn't show in logs.

      Reproducible on 6.2.x: commit 5d39a4801c3a53ecef4066f4de2faf1261e0e362
