Saved Configuration Templates don't apply when prompted to apply

Steps to reproduce:

1. Add a portlet to a page: e.g. Asset Publisher
2. Add an asset through AP
3. Click Cog > Configuration Templates > Save current configuration
4. Change the AP instance to Manual asset selection > Save
5. Refresh the page to see the Asset no longer displays
6. Click Cog > Configuration Templates > Click ellipsis by the saved configuration > Apply

Expected result:
Saved Configuration will apply as directed.

Actual result:
Configuration stays on Manual asset selection. See attached gif.
