ClassNotFoundException when signing in with the AntiSamy hook deployed

Steps to reproduce:

1. Deploy AntiSamy hook
2. Start portal
3. Assert that the hook is available for use (console)
4. Attempt to sign in

Expected Result: User is able to sign in without issues.

Actual Result: User is unable to login to portal. java.lang.ClassNotFoundException: org.cyberneko.html.parsers.DOMFragmentParser in console (see full console log in attachment below). FF displays "Content Encoding Error" message.

Reproduced on:
Tomcat 8.0.32 + MariaDB 10.0.23
