Steps to reproduce

1. Add a site
2. Add Message Boards portlet to page
3. Add a MB Category
4. Export the MB .lar file
5. Add another site
6. Add Message Boards portlet to page
7. Import the .lar file to portlet

Expected result
Category is added to portlet

Actual result
Category was not exported. Take note that this is only reproducible if the portlet only contains categories and not one thread.

Once a thread was imported and exported, the steps above will not be reproducible anymore.

Tomcat 8.0.32 + PostgreSQL 9.3
Portal 7.0 CE GA1
