Resources Importer validates Journal Articles before layouts are imported

After deploying my theme WAR, it fails in the resources importer and throws a `com.liferay.portal.kernel.exception.NoSuchLayoutException` error. This is because some of my journal articles have links to other pages in the theme. When it validates the journal articles it fails because the pages have not been imported yet.

The import order, in the case of my theme, does not work. I'm attaching the war file to test against.
