Steps to reproduce:

1. Download attached MySQL database dump
2. Import into MySQL 5.7
3. Upgrade database to 7.0 (Upgrade instructions)
4. Start portal
5. Navigate to Sites > Publishing > Staging
6. Select Local Live
7. Expand Staged Content

Expected result
Users can include or exclude Polls by enabling or disabling the toggle switch

Actual result
Polls portlet is missing from Staged Content
