Select Form field visibility not working in workflow

• Create a form with select field "Select" and option "1"
• Create text field with visibility expression: equals(Select, "1")
• In form settings, assign Single Approver workflow
• Log in as user and submit a form by selecting "1" from Select and typing anything in text field
• As admin, go to workflow approval notification and look at "Preview of Form Record" field

• The text field is not visible, even though it was filled out and visible to the user who submitted it
