Steps to reproduce:

1. Start up 6.1.30 or 6.2.10 EE
2. Add documents in DM
3. Add comments to document
4. Export the database and save the data folder
5. Upgrade to 7.0
6. Start portal
7. Navigate to document with comments

Expected result
Comments from 6.1 or 6.2 are present

Actual result
No comments are present
